The company has yet to conclude its negotiations with publishers. All that Apple has to left to figure out with the music publishers is how much they will pay publishers so that the publishers will provide licensing.
However, Apple has already sealed licensing deals with three major record labels: EMI Music, Sony Music, and Warner Music Group. Apple is trying to get Universal Music Group on board for the cloud music service, as well.
Considering the mighty reign that iTunes has had over the music world in regards to paying for music, it is expected that Apple will have something good in store for us once again with the upcoming release of the cloud service.
