The following is a draft of a public-service announcement to inform the community of the new police policy:
Important announcement for undocumented immigrants living in Phoenix!
To improve relations with the Hispanic community and to help the police solve more crimes, including ones in which you are the victim, the Phoenix Police Department has changed its policy. Illegal immigrants will not be turned over to the INS. The police only arrest people accused of a crime other than not having documents. Therefore, if the police question you at the scene of a crime, or if you have information about a crime, do not be afraid to speak with them.
